A report from the French Senate concluded that Liverpool fans were not to blame for the riots outside the Stade de France in Saint-Denis, which delayed the final match against Real Madrid by more than 30 minutes. "It was a sequence of errors at the administrative and decision-making level, everything was very confusing and nobody really felt part of the general organization," said the French Senate.
